China's New Global Leverage
Is China the benign emerging market with limited regional aspirations that Beijing is so anxious to portray? Or is it an increasingly powerful, assertive economic and strategic force that will increasingly challenge Europe, America and Asian neighbors?
The West has a long history of crying wolf about China, beginning with the 19th century Yellow Peril scare. More recently fears of China reflect European and US self-doubt about their ability to maintain the current standard of living in the face of Chinese competition.
Anxiety is also driven by neoconservative need to have an enemy to mobilize public support for US defense spending and continuation of American global hegemonic influence. Moreover, such fears ignore China's daunting development needs, including hundreds of millions of people still living in harsh poverty.
Nevertheless, evidence in recent months suggests growing Chinese self-confidence, with a capacity and an unprecedented willingness to exert leverage in the world. This should come as no surprise. History teaches that rising powers flex their muscle and test influence Europeans, Americans and China's neighbors do not necessarily need to be afraid. But they do need to be wary.
Beijing's new assertiveness is fueled by its unprecedented economic success. The Chinese economy has doubled in size during the last seven years and per-capita income has doubled in six years. This economic performance has led the Chinese to be the most self-satisfied people in the world, according to the recent Pew Global Attitudes survey. On the tarmac, Clinton attends ceremony for Americans MIA in Vietnam
HANOI -- On Thursday (July 22, 2010), Secretary of State Hillary Rodham Clinton hailed the growing ties between the United States and Vietnam, praising the Vietnamese people for looking forward and building a bright future.
But on Friday, there was no avoiding the past. At a solemn airport ceremony as she ended her two-day trip here, Clinton was presented with the remains of three American soldiers from the Vietnam War .
As she stood in the stifling runway heat, blasted with the noise and exhaust of commercial takeoffs and landings, a silent ritual was conducted.
Two tables sat on the tarmac, one set with three black metal boxes the size of small suitcases, the other with three folded American flags. Behind them, three tripods holding metal caskets waited before the open cargo bay of an American military C-17 transport plane from Hickham Air Force base in Hawaii.

Công lý chỉ là trò chơi?
Năm ngoái, vụ án “mua dâm người chưa thành niên”, xảy ra tại trường trung học Việt Lâm, huyện Vị Xuyên, tỉnh Hà Giang, từng khiến công chúng bàng hoàng vì người mua dâm hàng chục nữ sinh theo học tại ngôi trường đó, chính là hiệu trưởng.
Ngoài ra còn có hai nữ sinh của trường này được cho là đã “môi giới” để bạn bè bán dâm cho hiệu trưởng.
Đến đầu năm nay, công chúng thêm một lần sửng sốt khi diễn biến phiên xử phúc thẩm cho thấy, hai nữ sinh từng bị Cơ quan Điều tra, Viện Kiểm sát, Tòa án huyện Vị Xuyên kết tội “môi giới mại dâm”, không những bị hàm oan mà còn là nạn nhân, bị cưỡng ép để vừa phải ăn nằm, vừa phải dẫn dụ những nữ sinh khác ăn nằm với nhiều quan chức và doanh nhân tại Hà Giang, trong đó có Chủ tịch tỉnh và một sĩ quan Công an là em ruột Giám đốc Công an tỉnh.

Vietnam Short on Dollars, and Confidence
HO CHI MINH CITY — The Ha Tam jewelry shop here sells foreign currency the way a filling station sells gasoline. So it was only seconds after pulling in on his motorbike that Quan Phan had swapped a fistful of Vietnamese dong for a neat stack of $100 bills — U.S. $100 bills, to be precise.
“Vietnamese people always want to have dollars,” Mr. Phan, an engineer, explained before rejoining a rush-hour swarm of motorbike commuters. He said he routinely converted part of his salary into greenbacks.
Developing countries — and these days, even developed ones like Greece and Spain — constantly strive to retain the confidence of fickle foreign investors. Vietnam has a slightly different problem. Its government is struggling to restore faith among domestic investors like Mr. Phan.
What Vietnamese fear is not that their government has developed an Athenian affinity for deficits and debt — Hanoi’s deficits are relatively modest, and it has not been in international financial markets long enough yet to rack up any serious i.o.u.’s. What makes them nervous is the suspicion that the governing Communist Party will do anything to hit its economic growth target in advance of a party congress early next year, even if that means letting inflation get out of control.
To hedge against that possibility, Vietnamese have been vacuuming up gold and U.S. currency. So many dollars have been scooped up, in fact, that the country’s central bank, the State Bank of Vietnam, is at risk of running out of them, analysts warn. Any shock, like a double-dip global recession that hits exports or foreign investment, and Vietnam could find itself without enough dollars to pay for critical imports like fuel, they say.
“The question mark at this point is whether the dollars will come in,” said Ngiam Ai Ling, director of Asian sovereign ratings at Fitch Ratings in Singapore, which warned in March that it might cut Vietnam’s rating, already below what the agency deems investment grade.
Since 1986, when Vietnam adopted its “doi moi” program of economic liberalization — commonly translated as “renovation” — it has been taking grudging steps toward rejoining the global economy. After President Bill Clinton lifted the U.S. trade embargo in 1994, the government in Hanoi signed a landmark trade pact with the United States in 2000, allowing it to export to America. Foreign brides the answer for Asian men
HONG KONG: Asian men from rich countries such as Japan and South Korea are increasingly seeking brides from poorer ones like Vietnam and the Philippines - as economically liberated local women get picky.
The news comes a week after government statistics showed a similar trend in Singapore.
The National Population Secretariat said that marriages between citizens and non-citizens made up 40.8 per cent of unions last year, up from 30.7 per cent in 1999.
The vast majority of these, 78 per cent, were between Singaporean grooms and foreign brides, most of them Asians.
In Japan, marriages between Japanese men and foreign women shot up 73 per cent between 1995 and 2006, to 35,993, according to the latest government survey. Most of the women were Filipinas, followed by Chinese.
'Asian brides - notably Chinese and Filipina - remain popular in the countryside, where it's quite hard to find young women,' said Mr Toshio Esaka, president of dating agency Royal in Osaka, western Japan.
'But nowadays, it's getting harder even downtown as a lot of young Japanese women are economically independent and prefer to remain single.' Read More...
